Clarification on claim and 40 block rule?

Please clarify about placing claims down as it concerns the 40 block building rule. So it seems to be more important to put up a fence in the area you want to start a village than it it to place a claim then start gathering material to build a fence?

That is not how I understood how claims worked. Please clarify this in the rules for future reference for new players
