So just wondering, because I'm trying to make a village/town, would it be possible to have shops and residential areas given to one person if there's another room that belongs to a different person below or above it? My other question is if my village meets all the town requirements later when I'm finished, can I apply for a town without applying for village, or do I apply for village and if I get approved, I can immediately apply for town?

1. I'm not sure if I'm fully understanding the question, but it is allowed for you to subzone residential or shop plots in whatever way you see fit. So, for example, if you wanted to create a skyscraper and set up each individual floor as its own plot, you are more than welcome to do so.

2. As mentioned in the town requirements, you must already have village status in order to apply for town.
