Improved Griefing/Theft Prevention System

Recent cases of stealing/griefing my property have made me think: Is Cubeville's grief and theft punishment/prevention system ideal? After thinking for a while, I answer no, and present a few easy solutions that I believe will make Cubeville better, builder/redstoner friendly, and all in all more fun! First of all, I think that Cubeville's rule page, https://www.cubeville.org/cv-site/rules.html , goes unknown by many of the younger players, leading them to commit more infractions than older players. I propose the entrance/leaving message to the spawn region to be something like, "Please have a reading of our rules at https://www.cubeville.org/cv-site/rules.html !". This would make sure that everyone, young and old, would know about this server's rules, and therefore respect them.
I know this would not solve all griefings, but resolve some before they start. I think griefings and thefts can be classified into 2 main categories: Offences of Malice (Revenge, "For the fun of it") and Those of Ignorance (Not knowing the exact definition of such rules, or the belief breaking them are minor offenses). If we could get people to read the rules more often, the vast majority of the ignorance related crimes would disappear. Then, instead of letting the trolls who won't stop griefing/stealing, even after being told, grief another build, steal another valuable, we could get the off the server faster, while informing an otherwise griefer of ignorance to not grief. This would benefit the server by making griefing/theft cases less frequent, benefiting the would-be griefer/thief by staying on the server they love, having builds on the server safer, and staff could do something other than investigate a grief/theft.
