You can claim any country but not Russia, china, USA, Canada, or any other large countries - however you can claim regions of these countries like states and provinces.

NAVAL IS NOW ALLOWED! TAKE OVER LAND OVER THE DIRECT OPOSSITE SEAS FROM YOU
Every day your empire can take over 1 non-imperial country on the map, say no one had conquered uh, Laos, or Austria, for example - you could take it. It is either 1 whole non-imperial country or a small area of an empire you border - Say your empire was in the Iberian Peninsula (Spain + Portugal) and you wanted to conquer one that has France, Belgium, Netherlands - you could say 'I want to invade <empire name> above/below/left of/right of me' and we would give you say, southern France. Keep in mind, you can only invade countries bordering you. Also, nobody can start with Russia, or China. US States allowed, maybe if you know all the region names of China/Russia too. Your empires can also form alliances! These can be alliances so they don't attack each other, or economic - helping them expand into unclaimed areas and developing their land. Empires CAN be wiped out if all territory is colonized, but it shouldn't happen as empires can fight back, just we would only let small empires take smaller spaces, etc
